Broadcasting reforms in Ghana.

The Minister of Communication, Digital Technology, and Innovations, Samuel Nartey George, has announced plans to establish a committee to develop a comprehensive roadmap for broadcasting reforms in Ghana.

The committee, expected to be inaugurated by next Friday, will review and refine proposals aimed at improving the quality and professionalism of media and broadcasting in the country.

Mr. George made the announcement during a meeting with a delegation from the Africa Media Bureau, led by Hillary Andoh. The Bureau — organizers of the “Broadcast at the Crossroads Forum” — presented the Minister with a report summarizing the forum’s key findings and recommendations.

Addressing the meeting, the Minister emphasized that while media freedom remains essential to democracy, the quality of media content is equally critical to preserving public trust and credibility.

He explained that the new committee will work closely with major stakeholders, including the National Media Commission (NMC) and the National Communications Authority (NCA), to outline a new policy direction for the broadcasting industry. The ultimate goal, he said, is to strengthen professionalism, enhance credibility, and restore public confidence in journalism and broadcasting.

The committee’s primary responsibility will be to propose a regulatory framework to guide the long-awaited Broadcasting Bill. It will examine two key policy options — either merging the mandates of the NMC and NCA into a single regulatory authority or reinforcing the current dual structure through a “converged regulation” model.

“It’s important that we take a careful, well-considered approach to this process rather than rush into amendments without a clear strategy,” the Minister cautioned.

The committee will be fully constituted in the coming days and will have 30 days to engage extensively with stakeholders across the media sector before presenting its final report.

The initiative marks a significant step toward redefining Ghana’s broadcasting landscape, particularly at a time when both traditional and digital media platforms are under increasing scrutiny over standards, ethics, and public accountability.
