GARID Project: What to Know About Ghana’s $350 Million Flood-Resilience Initiative

The Greater Accra Resilient and Integrated Development Project, commonly known as GARID, has returned to the center of public discussion following severe rainfall and widespread flooding across parts of the capital.

The recurring floods have renewed questions about the progress of the World Bank-supported initiative, including the pace of construction, the use of project funds and Accra’s preparedness for increasingly extreme weather conditions.

Why the GARID Project Was Introduced

GARID was established in 2019 as a major urban disaster-risk management and climate-resilience program. Its development followed years of persistent flooding in Accra, particularly the devastating June 3, 2015 flood and fire disaster that claimed numerous lives and caused extensive damage.

The project was designed to address the underlying causes of flooding rather than merely respond after disasters occur. These include inadequate drainage systems, obstructed waterways, poor solid-waste management and weak infrastructure in densely populated communities.

Its interventions are concentrated mainly within the Odaw River Basin, which includes some of Greater Accra’s most vulnerable and flood-prone areas.

Project Covers 17 Assemblies

The initiative coordinates flood-control and urban-development activities across 17 Metropolitan, Municipal and District Assemblies in the Greater Accra Region.

This multi-assembly approach recognizes that flooding cannot be addressed effectively within individual administrative boundaries. Water, waste and drainage problems affecting one municipality can create serious consequences for neighboring communities further downstream.

GARID is therefore intended to improve collaboration among the participating assemblies while strengthening their ability to plan for, prevent and respond to urban disasters.

Major Infrastructure Interventions

The project combines large-scale engineering works with community-based resilience programs. Its major interventions include dredging and widening river channels to improve the movement of stormwater.

GARID also covers the construction and rehabilitation of primary and secondary drains, as well as upstream detention ponds designed to temporarily hold excess water during heavy rainfall.

Other planned improvements include upgrading solid-waste collection and disposal systems, reducing the dumping of refuse into drains and waterways, and improving roads and basic infrastructure in low-income settlements.

Community-level initiatives are another important part of the project. These programs are expected to strengthen local disaster preparedness, improve sanitation practices and help residents understand the risks associated with building or dumping waste near waterways.

World Bank Financing Reached $350 Million

The World Bank initially approved a $200 million credit facility for the GARID Project in 2019.

An additional $150 million was approved in 2023, bringing the total financing framework to $350 million. The supplementary funding was intended to expand the project’s scope and strengthen efforts to address Accra’s drainage, waste-management and climate-resilience challenges.

Given the size of the financial commitment, the public expects the program to deliver visible improvements across affected communities and reduce the destruction associated with seasonal flooding.

Why GARID Keeps Returning to Public Discussion

Heavy rainfall frequently leaves roads, homes, businesses and public facilities submerged across parts of Accra. Such incidents often revive concerns about whether the interventions promised under GARID are being delivered quickly enough.

Public scrutiny has focused on contractor performance, construction timelines, the release and use of funds, and the completion of major drainage works. Questions have also been raised about whether the participating assemblies have improved enforcement against construction on waterways and indiscriminate waste disposal.

The recurring floods demonstrate that infrastructure alone cannot resolve Accra’s challenges. Effective land-use planning, regular drain maintenance, responsible waste disposal and enforcement of environmental regulations must accompany the physical works.

A Major Test of Accra’s Climate Preparedness

Rapid urbanization, expanding informal settlements and changing rainfall patterns have increased Greater Accra’s exposure to flooding. GARID therefore represents more than a drainage program; it is a major test of Ghana’s ability to prepare its capital for climate-related emergencies.

Its success will depend on the timely completion of infrastructure, transparent management of funds and sustained cooperation among national agencies, local assemblies, contractors and affected communities.

As extreme rainfall events become more frequent, the demand for measurable results will continue to grow. For residents of flood-prone communities, the ultimate measure of GARID’s effectiveness will not be the amount of money committed or the number of projects announced, but whether their homes, livelihoods and lives are better protected when the rains return.
