Article 146 Committee Submits Report on First Petition Against C J to President Mahama

The five-member Article 146 Committee of Inquiry, chaired by Justice Gabriel Scott Pwamang, has submitted its report on the first petition filed against Chief Justice Gertrude Araba Esaaba Sackey Torkornoo to President John Dramani Mahama.

In a letter ,  the chairman noted that the committee heard evidence from the petitioner, Daniel Ofori, who called thirteen witnesses, while the Chief Justice mounted her defense with twelve witnesses, including expert testimony.

The committee also reviewed nearly 10,000 pages of documentary exhibits submitted by both parties.

“We have, without fear or favour, arrived at a recommendation on the first petition,” Justice Pwamang stated.

The committee’s recommendation has since been delivered to President Mahama in a sealed envelope.

Meanwhile, proceedings on the second petition have been adjourned at the joint request of the petitioner and the Chief Justice. The committee will also address the second and third petitions in due course.

The Article 146 Committee was constituted in May 2025 by President Mahama to investigate allegations of misconduct leveled against the Chief Justice. Justice Torkornoo has consistently denied the claims, describing them as baseless and untrue.

Although the hearings were conducted in-camera as required by the Constitution, Justice Pwamang clarified that such proceedings are not “secret” but rather closed to the public, allowing the committee to share limited details of its work.
