The Council of State has invited striking teacher unions to a meeting on Friday, October 9, 2026, as efforts continue to resolve the nationwide pre-tertiary education labor dispute.

Scheduled for 1:00 p.m. at the Council’s Secretariat, the discussions will cover delayed promotions, deprived-area allowances and negotiations on a new collective bargaining agreement.

An invitation issued on behalf of the Chairman of the Council’s Economic and Social Development Committee, HRM Drolor Rosso Adamtey I, said the meeting would allow members to hear the unions’ concerns.

The intervention comes as the Controller and Accountant-General’s Department reviews promotion records for 52,000 teachers ahead of salary adjustments and arrears payments.

Controller and Accountant-General Kwasi Agyei said the Ghana Education Service had submitted all required input forms by 2 p.m. on Thursday, October 8. Officials are checking the forms against promotion letters to establish which records qualify for payment.

He indicated that the department intended to pay teachers whose records had been verified and validated on October 15 or before October 16. The proposed payment timeline therefore depends on clearance of the records.

Promotions omitted from the current payroll process would be handled through a supplementary payroll, he added.

The submission follows Education Minister Haruna Iddrisu’s September 28 directive requiring GES to provide the necessary promotion data.

Outstanding promotion-related payments are among the grievances behind the strike by the Ghana National Association of Teachers, the National Association of Graduate Teachers and the Pre-Tertiary Teachers Association of Ghana.

The unions are also seeking progress on deprived-area allowances and conditions of service, leaving those issues on the agenda as the Council prepares to engage their representatives.
