Credible Intelligence” Confirms Kim Ju Ae as North Korea’s Successor, Says Seoul

South Korea’s National Intelligence Service (NIS) has delivered its clearest assessment yet on North Korea’s leadership succession, stating that it is now “appropriate to regard” Kim Ju Ae as the designated successor.

The assessment, presented during a briefing to South Korean lawmakers, is based on what the agency described as credible intelligence rather than speculation. According to the NIS, Kim Ju Ae has moved beyond being considered a “likely heir” and has entered what officials describe as the formal “designation stage” of the succession process.

Intelligence officials highlighted a series of carefully orchestrated public appearances as key indicators of her rising status. In early 2026, she was featured in state media engaging in symbolic military activities, including operating a main battle tank and firing sniper rifles. These displays are seen as deliberate efforts to mirror the leadership trajectory of her father, Kim Jong Un, and to establish her credentials within the military establishment.

The NIS also believes these appearances form part of a broader strategy to normalize her future leadership. By showcasing her involvement in defense-related activities, the regime may be seeking to build public acceptance and reduce potential resistance to a female leader in North Korea’s traditionally patriarchal system.

On internal power dynamics, the agency dismissed speculation that Kim Yo Jong could emerge as a rival for leadership. While she remains an influential figure within the regime, the NIS maintains that her authority is closely tied to her brother and does not represent an independent power base.

Kim Ju Ae is now widely viewed as occupying a de facto position as the second-most prominent figure in the regime, frequently appearing alongside top leadership at major state and military events.

Despite the intelligence assessment, some analysts have urged caution. Experts from the Korea Institute for National Unification note that she continues to appear primarily alongside her father rather than in an independent leadership role. They also point out that Kim Jong Un’s relatively young age suggests that any full leadership transition is likely to remain a long-term prospect.
