President John Dramani Mahama has officially cut sod for the construction of a seven-storey multipurpose car park and commercial complex at Terminal 3 of Kotoka International Airport in Accra.
The project is intended to address the airport’s growing parking challenges, improve services for travellers and support Ghana’s ambition to become a competitive aviation and transit hub in West Africa.
When completed, the facility will provide more than 2,030 covered parking spaces, representing a substantial increase from the existing 513-vehicle parking area serving Terminal 3.
Beyond parking, the complex will contain a multilevel shopping mall, food court, retail outlets and office spaces available for corporate use.
Two hotels will also be constructed within the facility to accommodate business visitors, airline passengers and travellers requiring convenient access to the airport.
A covered pedestrian walkway will directly connect the complex to the arrivals and departures halls of Terminal 3. The design also includes a rooftop sky lounge and a public observation area where visitors can watch aircraft taking off and landing.
Construction is expected to be completed within 24 months.
The development comes as passenger traffic at Kotoka International Airport continues to rise. Annual passenger numbers increased from 1.8 million in 2022 to 2.5 million in 2025, placing additional pressure on existing parking and passenger-handling infrastructure.
The project will be financed outside the balance sheets of the Ghana Airports Company Limited and the Ghana Civil Aviation Authority, with support from revenue generated through the Airport Infrastructure Development Charge.
Under the financing arrangement, the project is not expected to create direct debt obligations for the government’s central budget.
The new complex forms part of a broader airport infrastructure programme that includes the construction of a new air traffic control tower for the GCAA and the complete refurbishment of Terminal 2.
Plans also include a dedicated transfer concourse linking Terminals 2 and 3 to make passenger connections more efficient.
The developments are expected to increase airport capacity, improve traveller convenience and strengthen Kotoka International Airport’s position as a key gateway for regional and international aviation.
