President John Dramani Mahama has arrived in Luanda, Angola, to participate in the 21st Extraordinary Session of the Assembly of Heads of State and Government of the African Union.
The high-level meeting, scheduled for August 30, 2026, brings together African leaders to discuss the continent’s worsening security challenges and adopt practical measures for preventing and resolving conflicts.
Angolan President João Manuel Gonçalves Lourenço is hosting the summit in his capacity as the African Union Champion for Peace and Reconciliation in Africa.
A major item on the agenda is the consideration and adoption of a comprehensive decision, action plan and implementation matrix on conflict prevention and resolution. The proposed framework is expected to provide clearer responsibilities, timelines and mechanisms for translating the AU’s peace and security commitments into coordinated action.
The summit will also examine the operational effectiveness of the African Peace and Security Architecture and the African Governance Architecture.
Leaders are expected to discuss reforms aimed at improving coordination among AU institutions, regional economic communities and member states. Attention will also be given to strengthening early-warning systems, enabling faster responses to emerging threats and securing sustainable funding for African-led peace initiatives.
Financing remains a significant challenge for the AU’s conflict-prevention and peace-support efforts, many of which continue to rely heavily on external partners. The Luanda meeting is expected to renew discussions on how African countries can assume greater responsibility for funding continental security operations.
Several active conflicts and security emergencies will feature prominently in the deliberations. These include the continuing war and humanitarian crisis in Sudan, instability in the eastern Democratic Republic of Congo, extremist violence and political uncertainty across the Sahel, tensions in the Horn of Africa and the insurgency affecting northern Mozambique.
The leaders are expected to assess existing interventions in these regions and explore ways to strengthen mediation, humanitarian access, political dialogue and post-conflict reconstruction.
President Mahama’s participation reinforces Ghana’s longstanding commitment to multilateral diplomacy, regional stability and African-led solutions to the continent’s security problems.
The summit comes amid growing pressure on African institutions to move beyond declarations and adopt enforceable, adequately financed measures capable of preventing crises before they escalate.
Outcomes from the extraordinary session are expected to shape the African Union’s approach to peacebuilding, governance and conflict resolution across the continent.
