Senegalese President Bassirou Diomaye Faye was received with full military honors by German Chancellor Friedrich Merz at the Chancellery in Berlin as the two leaders held high-level talks aimed at deepening bilateral cooperation on security, economic development, and regional stability.
The meeting comes at a pivotal moment for West Africa, where shifting geopolitical dynamics and security challenges have prompted renewed efforts to strengthen partnerships between European nations and stable democracies in the region.
Focus on Regional Security and ECOWAS
A key theme of the discussions was Senegal’s role in promoting peace and dialogue across West Africa. Chancellor Merz praised President Faye for his country’s efforts to serve as a regional mediator and support the strengthening of the Economic Community of West African States (ECOWAS) amid ongoing political tensions involving military-led governments in parts of the Sahel.
Germany reiterated its support for initiatives aimed at encouraging regional integration and fostering diplomatic engagement to address emerging challenges within the bloc.
Expanding Defense Cooperation
The two governments also reaffirmed their commitment to enhancing long-standing security cooperation. Both sides agreed to deepen defense collaboration to help prevent the spread of violent extremism from conflict-affected areas of the Sahel into more stable coastal nations, including Senegal.
The discussions reflected growing concerns about regional security and the need for coordinated international efforts to combat terrorism and cross-border instability.
Boosting Investment and Economic Reforms
Economic cooperation featured prominently on the agenda, with President Faye seeking to attract additional German investment and industrial partnerships to support Senegal’s development agenda.
The Senegalese leader acknowledged Germany’s assistance in supporting structural reforms, including changes to labor regulations and land legislation intended to create a more favorable environment for private sector investment and sustainable economic growth.
Officials also highlighted Senegal’s ongoing macroeconomic reforms and confirmed expectations of reaching a new agreement with the International Monetary Fund (IMF) before the end of the year. Such an arrangement is expected to strengthen investor confidence and facilitate expanded collaboration in sectors such as healthcare, technology, and industry.
Germany’s Strategic Engagement in West Africa
President Faye’s visit underscores Germany’s evolving approach to engagement in West Africa as European countries reassess their regional strategies following military withdrawals from parts of the central Sahel.
Rather than relying primarily on direct military deployments, Berlin is increasingly emphasizing long-term institutional partnerships, infrastructure development, and security cooperation with stable democratic allies such as Senegal.
German officials also stressed that Europe’s long-term security and economic interests remain closely connected to peace, stability, and sustainable development across West Africa, making stronger ties with regional partners a strategic priority.
