Türkiye and Niger Sign Major Cooperation Agreements as Tchiani Makes First Official Visit Outside Africa

ANKARA, Türkiye — Turkish President Recep Tayyip Erdoğan and Niger’s Head of State, General Abdourahamane Tchiani, have signed a series of wide-ranging bilateral agreements aimed at strengthening cooperation in trade, healthcare, education, diplomacy, defense, and investment.

The agreements were concluded during a high-level summit at the Presidential Complex in Ankara, marking General Tchiani’s first official diplomatic visit outside the African continent since taking power in Niger following the 2023 military takeover.

The visit is widely seen as a significant milestone in Niger’s evolving foreign policy as the Sahel nation seeks to diversify its international partnerships and deepen strategic ties beyond its traditional allies.

Following private discussions between the two leaders and broader delegation-level meetings, officials from both countries signed four key cooperation agreements designed to expand bilateral engagement across multiple sectors.

One of the most significant outcomes was the establishment of a Joint Economic and Trade Commission (JETCO), formalized through an agreement signed by Turkish Trade Minister Ömer Bolat and Nigerien Trade Minister Abdoulaye Seydou. The commission is expected to facilitate greater trade, investment, and commercial collaboration between the two countries.

The two governments also finalized a healthcare cooperation protocol covering the management and future transfer of the Niger-Türkiye Friendship Hospital, a flagship medical facility that symbolizes growing cooperation in public health.

In the education sector, both sides signed an implementation protocol covering the period from 2026 to 2030. The agreement seeks to expand academic exchanges, strengthen research partnerships, and encourage greater collaboration between universities in Türkiye and Niger.

A fourth agreement established a formal partnership between the Diplomacy Academy of Türkiye’s Ministry of Foreign Affairs and Niger’s National Institute for Diplomatic and Strategic Studies, creating new opportunities for diplomatic training and professional development.

While the summit covered a broad range of topics, security and defense cooperation emerged as one of the central pillars of the discussions.

President Erdoğan reiterated Türkiye’s commitment to supporting Sahel nations facing security threats from extremist organizations linked to Al-Qaeda and ISIS. He emphasized that regional stability remains a shared priority and pledged continued cooperation in counter-terrorism efforts.

General Tchiani’s delegation, which included ten ministers and senior government officials, also held discussions with Turkish defense industry representatives regarding potential military acquisitions and expanded security partnerships.

The talks build upon an existing relationship that has already seen Niger deploy Turkish-made Bayraktar TB2 drones to enhance border surveillance and support counter-insurgency operations.

According to Turkish officials, future cooperation could include expanded military training programs, intelligence-sharing mechanisms, and technical assistance aimed at strengthening Niger’s security capabilities.

Beyond security matters, both leaders explored new opportunities for economic cooperation and investment.

General Tchiani encouraged greater Turkish participation in Niger’s mining and energy sectors, highlighting the country’s substantial reserves of uranium, gold, and crude oil. Niger is seeking new investment partners capable of supporting infrastructure development, industrial growth, and resource processing initiatives.

The discussions also focused on creating new commercial channels that could stimulate bilateral trade and generate long-term economic benefits for both countries.

Analysts view the growing relationship as part of a broader effort by Niger to attract alternative investment sources while strengthening economic sovereignty.

During the joint press conference, President Erdoğan emphasized that Türkiye’s expanding engagement across Africa is rooted in principles of mutual respect, partnership, and shared development.

He noted that Türkiye’s diplomatic presence on the continent has expanded significantly over the past two decades, with the country now maintaining 44 embassies across Africa.

According to Erdoğan, Ankara’s approach differs from traditional models of external engagement by prioritizing mutually beneficial outcomes rather than resource extraction or political dependency.

The Turkish leader stressed that future cooperation with Niger would continue to be guided by a “win-win” philosophy focused on development, security, and sustainable economic growth.

General Tchiani’s visit to Ankara signals a deepening relationship between Türkiye and Niger at a time when geopolitical dynamics in the Sahel are rapidly evolving.

As Niger seeks new security partnerships and investment opportunities, Türkiye appears increasingly willing to play a larger role in supporting the country’s development and stability goals.

The agreements signed during the summit lay the foundation for expanded cooperation across multiple sectors and could mark the beginning of a more comprehensive strategic partnership between the two nations in the years ahead.

With security, trade, education, healthcare, and resource development now firmly on the bilateral agenda, both governments are positioning the relationship as a key component of their broader regional and international strategies.
