Ato Forson Says Job Creation Will Lead Government’s ‘New Economy’ Agenda

Finance Minister Dr. Cassiel Ato Forson says the government’s “New Economy” agenda will priorities decent, sustainable employment and improved living standards for Ghanaian workers.

Addressing leaders and members of the Trades Union Congress (TUC) at a stakeholder meeting on October 6, 2026, he outlined plans to translate economic stabilization into opportunities for businesses, entrepreneurs and job seekers.

Dr. Forson said the administration’s initial focus had been to restore stability following economic shocks. With progress made on that front, he explained, attention was shifting towards measures that directly affect businesses and household incomes.

The next phase, he said, would place greater emphasis on supporting small enterprises, encouraging youth entrepreneurship and creating conditions for sustained employment.

A central element of the agenda is expanding domestic production to meet demand currently served by imports. The government intends to strengthen local manufacturing and encourage Ghanaian businesses to produce more goods for the domestic market.

“Every import is an opportunity to ask: why can’t we make it in Ghana?” Dr. Forson said.

He explained that replacing selected imports with locally manufactured alternatives could help retain capital within the economy, ease pressure on foreign exchange reserves and generate jobs.

Access to affordable credit also forms part of the government’s plans. The Finance Minister indicated that the ministry was working towards bringing bank lending rates into single digits to help businesses expand and recruit more workers.

Dr. Forson presented the policy direction as a shift towards an economy where increased production supports employment and broader prosperity, with the benefits of stability reflected in the everyday lives of Ghanaians.
