Government, Organized Labor Agree on Public Sector Pay Increases for 2027 and 2028

Government, Organized Labor Agree on Public Sector Pay Increases

The Government of Ghana and Organised Labour have signed a two-year public sector pay agreement providing an 8% base pay increase in 2027, alongside a 1% allocation for conditions of service, followed by a 10% base pay rise in 2028.

The agreement, signed on October 28, 2026, establishes a pay framework covering two consecutive years and includes a provision for reviewing the 2028 adjustment if inflation reaches an agreed threshold.

2027 Package Combines Base Pay and Conditions of Service

The overall 2027 package amounts to 9%, comprising an 8% increase in base pay and a separate 1% allocation to address workers’ conditions of service.

The distinction means the full 9% should not be interpreted as an across-the-board increase in base salaries.

For 2028, the agreement provides a 10% base pay increase, subject to the inflation-related review provision.

Inflation Clause Allows Further Negotiations

Under the agreement, the government and Organised Labour must return to negotiations if inflation reaches a specified threshold by December 2027.

The clause provides an opportunity to review and potentially adjust the 2028 increase in response to economic conditions. The precise inflation threshold was not disclosed in the details provided.

Recognition of Public Servants’ Contribution

Finance Minister Dr. Cassiel Ato Forson said the agreement recognises the contribution of public servants to Ghana’s economic recovery.

The two-year framework is intended to provide greater certainty for workers and support government planning for public sector compensation.

The settlement followed weeks of deliberations, during which labour unions rejected an initial 6% proposal from the Fair Wages and Salaries Commission earlier in October.

The agreement sets out the negotiated adjustments for the two fiscal years while preserving a mechanism for further talks should inflation trigger a review.
