More than 1,500 adult and juvenile inmates across Ghana have benefited from formal education programs since 2019 as part of efforts to promote rehabilitation and successful reintegration into society.
According to the Director-General of the Ghana Prisons Service, Mrs. Patience Baffoe-Bonnie (Esq.), the initiative has produced impressive academic results, with the vast majority of participating inmates recording a 100% pass rate in national examinations.
The program forms part of the Prisons Service’s broader strategy to equip inmates with academic qualifications and practical skills before their release.
Over 1,500 Inmates Enrolled in Formal Education
Providing an official update on the program, the Director-General disclosed that more than 1,500 incarcerated individuals had enrolled in structured Junior High School (JHS) and Senior High School (SHS) education between 2019 and July 2026.
The educational program enables inmates to continue their studies while serving their sentences, giving them opportunities to improve their qualifications and future employment prospects.
More Than 700 Advance to Tertiary Education
Beyond basic and secondary education, the Ghana Prisons Service has also supported inmates pursuing higher education.
According to the Director-General, more than 700 inmates have successfully gained admission into tertiary institutions through distance and virtual learning programs.
Qualified inmates have received scholarships through partnerships with educational institutions, allowing them to pursue university degrees while incarcerated.
Participating institutions include:
- University of Cape Coast (UCC)
- Pentecost University
- Accra Metropolitan University
The partnerships are intended to expand educational opportunities and improve inmates’ chances of rebuilding their lives after completing their sentences.
Comprehensive Education Program in Prisons
The Ghana Prisons Service operates a multi-level education system designed to address the varying educational needs of inmates.
The program includes:
- Basic literacy and numeracy classes for inmates with little or no formal education.
- Junior High School and Senior High School curricula.
- Preparation for national examinations, including the Basic Education Certificate Examination (BECE) and the West African Senior School Certificate Examination (WASSCE).
- Access to tertiary education through distance learning.
Officials say the initiative ensures that inmates can continue their education regardless of their academic background.
New Partnerships to Improve Learning Facilities
The Prisons Service is also expanding educational infrastructure through strategic partnerships.
Mrs. Baffoe-Bonnie announced that the Service has strengthened collaboration with the Ghana Education Trust Fund (GETFund) to improve learning facilities within correctional centers.
The partnership is expected to support the construction of infrastructure that will enhance Science, Technology, Engineering and Mathematics (STEM) education as well as vocational and technical training for inmates.
Rehabilitation Through Education
The Ghana Prisons Service says education remains one of the most effective tools for rehabilitation and reducing repeat offending.
According to prison authorities, correctional facilities should serve not only as places of incarceration but also as centers where individuals are given opportunities to transform their lives.
By combining formal academic education with vocational and technical skills training, the Service hopes to prepare inmates for productive lives after their release and reduce recidivism across the country.
Officials believe that continued investment in prison education will help former inmates reintegrate into society, secure employment, and contribute positively to national development.
