Parliament’s Public Accounts Committee (PAC) has directed the Ministry of Health to secure the appearance of Dr. Mockshell Esinam Sunu over allegations that she received GH¢341,229 in salaries during study leave she did not undertake.
The Senior Medical Officer, who served at the Takoradi Hospital, reportedly obtained approval for paid study leave to pursue an academic program in Germany. However, the committee heard that she remained in Ghana while receiving salary payments between September 2023 and August 2025.
At the hearing on Thursday, October 8, 2026, PAC Chairperson Abena Osei-Asare questioned the administrative checks that allowed the payments to continue. She said the officials responsible for validating the doctor’s salary also needed scrutiny.
“Somebody validated them, and then the validator is sitting down there,” she said.
Osei-Asare asked why the doctor had not notified the relevant authorities or requested that the payments be stopped once she knew she would not proceed with the program. The committee wants Dr. Sunu to explain the circumstances surrounding the leave and the continued payments.
The Ministry of Health was instructed to engage the Ghana Medical Association to help locate the doctor and facilitate her appearance.
The Director-General of the Ghana Health Service also assured the committee that the service would work with the ministry and the Medical and Dental Council to trace Dr. Sunu and bring her before the PAC to respond to the allegations.
