China and Namibia Sign Eight Strategic Agreements to Boost Energy, Mining and Infrastructure Cooperation

China and Namibia have signed eight new strategic agreements aimed at significantly expanding cooperation in the energy, mining, infrastructure, and industrial sectors during Namibian President Netumbo Nandi-Ndaitwah’s state visit to Beijing.

The wide-ranging agreements strengthen the longstanding partnership between the two countries while placing greater emphasis on local industrial development, technology transfer, and value-added production in Namibia.

Focus on Namibia’s Emerging Oil and Gas Industry

A major pillar of the agreements is cooperation in Namibia’s fast-growing oil and gas sector, as the southern African nation positions itself to become one of the continent’s leading energy producers.

Massive offshore discoveries by international energy companies Shell and Total Energies are estimated to contain approximately 2.6 billion barrels of recoverable crude oil. Commercial production is expected to begin before the end of the decade, a development that could make Namibia Africa’s fourth-largest oil producer.

As part of the new partnership, Namibian investment company Okaparwa Investment signed a joint venture agreement with China’s Sany Energy Equipment to establish local manufacturing and processing capacity that will support the country’s expanding oil and gas industry.

The collaboration is expected to enhance domestic industrial capabilities while giving Chinese companies an early role in Namibia’s future energy value chain.

Strengthening Cooperation on Critical Minerals

The agreements also deepen cooperation in the mining sector, particularly in minerals that are essential for clean energy technologies and advanced manufacturing.

Namibia is currently the world’s third-largest producer of uranium, with China already purchasing an estimated 85 percent of the country’s uranium exports. Chinese state-owned China General Nuclear Power Corporation (CGN) operates two of Namibia’s largest uranium mines, and the latest agreements seek to expand cooperation in uranium processing and support the development of Namibia’s nuclear energy ambitions.

The two countries also agreed to strengthen collaboration on lithium and rare earth minerals after Namibia joined China’s International Economic and Trade Cooperation Initiative on Green Mining and Minerals. These resources are increasingly important for electric vehicle batteries, renewable energy technologies, and other high-tech industries.

Greater Emphasis on Local Industrialization

Unlike many traditional resource agreements focused primarily on raw material exports, the latest framework places strong emphasis on developing Namibia’s domestic industrial capacity.

Following Namibia’s policy restricting the export of unprocessed critical minerals, both countries agreed to promote local mineral processing and refining facilities that would add value before exports.

The agreements also include commitments to expand manufacturing, encourage technology transfer, develop industrial skills, and strengthen cooperation in digital infrastructure, including the rollout of 5G telecommunications networks.

Officials say these measures are intended to create more employment opportunities, build local expertise, and support Namibia’s broader industrialization agenda.

Infrastructure and Development Support

As part of the new partnership, Beijing announced an initial grant of 200 million Chinese yuan (approximately N$486 million) to support infrastructure development and public services in Namibia.

The funding will be directed toward projects in infrastructure, education, and healthcare, complementing the broader economic cooperation outlined in the agreements.

The new package of strategic agreements reflects China’s continued investment in Africa while aligning with Namibia’s objective of ensuring that its natural resource wealth contributes more directly to domestic economic growth, industrial development, and long-term value creation.
