Britain’s Conservative Party has announced plans to prevent most foreign nationals from accessing social housing in England if it returns to power.
The proposal, unveiled by Shadow Work and Pensions Secretary Helen Whately, would give priority to British families as the country struggles with a shortage of affordable homes and lengthy council waiting lists.
Conservative leader Kemi Badenoch’s party says the policy could release more than 228,000 homes for domestic applicants. However, Labour and housing campaigners have described the proposal as divisive and unworkable.
Foreign Nationals Would Be Barred From New Tenancies
Under the proposed policy, foreign nationals who do not meet the Conservatives’ eligibility requirements would be prevented from entering new social housing agreements.
The restriction would cover non-EU residents and future migrants who have not obtained settled status.
British and Irish citizens would remain eligible, while EU nationals with qualifying settled status would also retain access under the current proposal.
Some Existing Tenants Could Face Eviction
The plan would not be limited to future applications. It could also affect some foreign nationals already living in council or housing association properties.
Ineligible single tenants and couples in which neither partner is a British or Irish citizen, or an EU citizen with settled status, could be given six months to leave their homes.
The Conservatives estimate that the measure could make approximately 228,144 social housing units available to other applicants.
More than 1.34 million households are currently on social housing waiting lists across England.
Conservatives Say Welfare Access Must Be Earned
Defending the proposal, the Conservatives argued that Britain “cannot be a cash machine for the world.”
The party said access to publicly funded housing and other welfare support should depend on a person’s contribution to the country through work, integration and payment of domestic taxes.
Supporters of the plan believe British citizens should receive priority when demand for social housing exceeds the number of available properties.
Labour Calls Proposal Unworkable
The governing Labour Party dismissed the announcement as an “unserious, unworkable proposal copied from Reform UK.”
Labour officials noted that most people without indefinite leave to remain are already ineligible for social housing. They argued that the proposed restrictions would therefore affect groups legally residing in Britain, including recognized refugees, long-term taxpayers and essential workers such as NHS nurses.
Critics also questioned whether removing existing tenants would withstand legal challenges and how councils would manage families displaced under the policy.
Shelter Warns of Increased Homelessness
Shelter Chief Executive Sarah Elliott described the proposal as divisive and warned that it could force thousands of families and vulnerable people into homelessness.
The housing charity said those affected could include pensioners and families who have lived, worked and paid taxes in Britain for years.
Elliott argued that England’s housing emergency has been caused by successive governments failing to build enough genuinely affordable homes, rather than the nationality of existing tenants.
Reform UK Demands Stricter Restrictions
Reform UK criticized the Conservatives from the opposite direction, arguing that the proposal does not go far enough.
The party’s home affairs spokesperson, Zia Yusuf, accused the Conservatives of “betraying their instincts” by allowing EU citizens with existing settled status to retain their eligibility for council housing.
Reform UK says it would impose a broader restriction covering all non-British nationals.
The competing proposals place access to social housing at the center of Britain’s wider political debate over immigration, public services and welfare eligibility.
