Deputy Transport Minister Urges GACL to Boost Non-Aeronautical Revenue

Ghana’s Deputy Minister for Transport, Dorcas Affo-Toffey, has called on the Ghana Airports Company Limited (GACL) to adopt innovative, non-aeronautical revenue strategies to strengthen the financial sustainability of the aviation sector and position Ghana as a leading regional hub.

Speaking during a recent working tour of airport facilities, the Deputy Minister emphasized the need for GACL to look beyond traditional aircraft-related operations and fully harness the commercial potential of airport lands and infrastructure. According to her, modern airports thrive not only on passenger and aircraft services, but also on diversified income streams such as retail spaces, hospitality, logistics, advertising, and real estate development.

She noted that strategic use of available land and facilities could significantly increase revenue, stimulate private sector participation, and contribute to broader economic growth. These measures, she said, align with government efforts to modernize transport infrastructure while reducing overreliance on aeronautical charges.

As part of the tour, Ms. Affo-Toffey expressed satisfaction with the ongoing renovation works at Kotoka International Airport, particularly improvements at Terminal 2. She commended GACL for the progress made so far and encouraged management to maintain high standards in service delivery and facility management.

The Deputy Minister stressed that expanding non-aeronautical revenue streams is also critical to supporting the government’s 24-hour economy agenda, which seeks to create jobs, increase productivity, and ensure round-the-clock economic activity across key sectors, including aviation.

In the long term, she said, these initiatives are central to Ghana’s ambition of becoming a top aviation hub in West Africa—capable of attracting more airlines, increasing passenger traffic, and serving as a strategic gateway for trade and tourism in the sub-region.

GACL management has therefore been advised to prioritize efficiency, innovation, and value creation, with a clear focus on maximizing revenue opportunities while contributing to employment generation and national development.
