
Ghana’s Ministry of Education has reaffirmed its zero-tolerance position on sexual harassment in universities and other tertiary institutions across the country.
Deputy Director of the ministry’s Tertiary Directorate, Ms. Harriet Krakani, said sexual harassment had no place in any educational environment and called for stronger measures to protect students and staff.
She made the remarks on August 16, 2026, during a multi-tertiary stakeholder conference held in Accra under the theme, “From Policy to Practice: Strengthening Survivor-Centered Sexual Harassment Prevention and Response in Tertiary Institutions.”
The conference was organized by the Perfector of Sentiments Foundation in collaboration with Amplify Change.
It brought together representatives from major public universities, including the University of Ghana, Kwame Nkrumah University of Science and Technology, University of Cape Coast, University of Education, Winneba, and the University for Development Studies.
Participants examined gaps in how tertiary institutions prevent, report and respond to sexual misconduct.
Krakani acknowledged that several institutions had adopted policies and guidelines against sexual harassment. She maintained, however, that the existence of written rules alone would not adequately protect students and employees.
She urged institutions to translate their policies into effective daily practices supported by trained personnel, functional reporting structures and transparent accountability procedures.
The ministry also called for stronger prevention systems and safe, confidential channels through which survivors and witnesses could report incidents without fear of intimidation, retaliation or stigmatization.
Krakani stressed that survivors must be treated with dignity throughout the reporting and investigative processes. She also called for perpetrators to be held accountable through fair and effective disciplinary mechanisms.
The conference formed part of broader efforts by government agencies, educational institutions and civil society organizations to eliminate predatory behavior and improve safety across Ghana’s tertiary education sector.
