E&P’s Growth Offers Blueprint for Ghanaian Mining Giants — Simon Madjie

The Chief Executive Officer of the Ghana Investment Promotion Authority (GIPA), Simon Madjie, has identified the business model of Engineers & Planners (E&P) as a pathway for developing strong Ghanaian-owned mining companies.

Speaking on JoyNews on October 8, 2026, Madjie backed efforts to increase Ghanaian ownership in the mining sector, explaining that domestic companies could build the expertise needed to acquire and manage major mining assets through sustained participation in the industry.

He said the process begins with local businesses providing exploration and support services to multinational mining companies. These roles allow Ghanaian firms to gain practical knowledge of mining operations, understand logistical demands and strengthen their technical capabilities.

According to Madjie, that experience provides a foundation for companies to move beyond contracting into mine ownership. As their operational capacity develops, local businesses become better positioned to finance, own and run larger mining ventures.

He presented E&P’s approach as a model that could guide efforts to nurture domestic industry leaders and expand Ghanaian participation across the mining value chain.

Madjie also indicated that promoting local ownership does not mean closing the economy to foreign direct investment. Instead, he said, attracting international investors should be accompanied by deliberate measures to help Ghanaian businesses grow into competitive enterprises.

He further highlighted the importance of stronger local content requirements in creating opportunities for domestic suppliers and specialized service providers.

His remarks placed emphasis on building local capacity over time, with contracting experience serving as a stepping stone towards greater Ghanaian ownership of the country’s mining assets.
