
The Council of State has invited leaders of three striking pre-tertiary teacher unions to an emergency meeting on Friday, October 9, 2026, as efforts intensify to resolve the nationwide industrial action disrupting teaching and learning.
The meeting, scheduled for 1:00 p.m. at the Council’s Secretariat, will bring together representatives of the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT) and the Pre-Tertiary Teachers Association of Ghana (PRETAG).
The intervention follows inconclusive negotiations earlier in the week between the unions and the Fair Wages and Salaries Commission (FWSC), which left key concerns over remuneration and conditions of service unresolved.
Among the outstanding issues are delays in processing promotions and validating the corresponding salary adjustments for more than 51,000 teachers. The unions are seeking clear commitments on when affected members will receive their entitlements.
Another major concern is the implementation of an allowance equivalent to 20 per cent of basic salary for teachers working in deprived and hard-to-reach communities.
The unions are also demanding the conclusion of negotiations on a new collective bargaining agreement to replace the previous conditions-of-service framework, which expired in June.
Alongside the Council of State’s intervention, the Ministry of Labor, Jobs and Employment has scheduled a separate meeting with the unions on the same day. Those discussions are expected to establish specific milestones for addressing the dispute.
Although labor consultants have appealed to the teachers to resume classroom duties while negotiations continue, the unions insist that firm payment timelines and signed agreements must underpin any resolution.
The meetings represent a renewed attempt to secure commitments that could end the strike and restore normal academic activities.
