France Clarifies List of 29 European Countries Eligible for Visa-Free Entry Under Schengen Rules

The French Ministry of the Interior has published an updated clarification on the 29 European countries whose citizens can enter France without a visa, aiming to address widespread confusion about which nations benefit from unrestricted travel under the Schengen system.

The information, released through the official France-Visas portal on July 13, 2026, explains that European Union membership alone does not automatically guarantee visa-free movement into France under Schengen rules.

The list includes 25 European Union member states that participate in the Schengen Area, as well as four non-EU countries that are part of the border-free travel zone through special agreements.

The 25 EU Countries With Visa-Free Access to France

The EU member states whose citizens can travel freely to France under Schengen arrangements are:

These countries form the EU component of the Schengen Area, allowing citizens to move across participating states without routine border checks.

Four Non-EU Schengen Countries Also Included

France also recognizes four European countries outside the European Union as part of the visa-free Schengen travel zone:

  • Iceland
  • Liechtenstein
  • Norway
  • Switzerland

These countries participate in Schengen through separate agreements that allow their citizens to enjoy similar freedom of movement benefits.

EU Members Not Covered by Standard Schengen Access

By highlighting the official list of 29 countries, French authorities also emphasized that not every EU member state automatically has unrestricted Schengen access.

Two EU countries remain outside the standard Schengen framework and therefore do not receive automatic visa-free entry into France under the same arrangement.

The clarification aims to prevent confusion among travelers who often assume that EU membership and Schengen membership are identical.
