The Ghana Revenue Authority has established a nine-member committee to investigate allegations that 28 containers were emptied, diverted or removed from Tema Port without their owners’ consent.
Commissioner-General Anthony Kwasi Sarpong ordered the inquiry following a September 29, 2026, petition from importers and their representatives. The petitioners said the affected shipments were undergoing customs clearance when the alleged irregularities occurred.
According to the petition, some goods were unloaded into private warehouses near the GHACEM enclave, while other containers could not be located. Bill of lading details were submitted to help investigators trace the consignments.
The committee, chaired by Commissioner of Customs Aaron Kanor, will establish the containers’ whereabouts and examine records in the Integrated Customs Management System, including clearance information and gate-out logs.
Investigators will also assess possible procedural breaches, identify any officers or outside collaborators involved, and determine whether the incidents caused revenue losses. Allegations of cartel activity will form part of the inquiry.
The committee has been instructed to begin work immediately and report within 14 days of the memorandum establishing it. Its recommendations are expected to address revenue recovery and measures to prevent similar incidents.
