The Ghana Revenue Authority (GRA) is introducing alternative procedures for Customs payments during system disruptions after a passenger complained that she paid GH¢800 at Accra International Airport without receiving an official receipt.
The authority apologised to Gifty Osei Bonsu, whose account of the incident prompted allegations of extortion on social media. It attributed the delay to a temporary outage of the Integrated Customs Management System and said the payment had been accounted for.
The proposed changes aim to ensure that transactions are properly documented when electronic systems are unavailable, reducing uncertainty for travellers.
GRA is also reviewing how Customs officers communicate with passengers, with emphasis on explaining duty assessments, maintaining accurate payment records and ensuring professional conduct.
Further measures include clearer guidance on dutiable goods, how charges are calculated and the procedures for challenging assessments or reporting concerns about officers.
Details of the revised payment arrangements and complaint channels will be announced later. The authority has urged passengers to request assessment notices, pay through approved channels and obtain official receipts for their transactions.
