Mahama Announces Strategic Investor to Revive Volta Star Textiles and Restore Juapong’s Industrial Legacy

President John Dramani Mahama has announced the selection of a preferred strategic investor to revive and modernize the dormant Volta Star Textiles Limited, formerly known as Juapong Textiles, as part of efforts to restore Ghana’s textile manufacturing industry.

The announcement was made on Thursday, July 16, 2026, during the launch of the President’s two-day “Resetting Ghana Tour” of the Volta Region.

The revival plan is aimed at transforming the abandoned facility into a modern industrial hub capable of creating jobs, supporting local production, and strengthening Ghana’s textile value chain.

Preferred Investor Selected After Competitive Process

President Mahama disclosed that a preferred strategic partner has been identified following a formal bidding process supervised by a designated transaction advisor.

The advisor is expected to bring the selected investor to the Juapong facility in the coming days to inspect the existing infrastructure and begin preparations for a comprehensive modernization plan.

The next phase will involve developing architectural designs and technical proposals to guide the factory’s rehabilitation and future operations.

Ghana to Secure Cotton Supply Through Benin Partnership

Addressing one of the major challenges that affected Ghana’s textile industry in the past, President Mahama revealed plans to establish a partnership with the Government of Benin to secure a reliable supply of raw cotton.

The two countries are finalizing a Memorandum of Understanding (MoU) that will allow Benin to provide cotton to support continuous industrial production at the revived facility.

The move is expected to address raw material shortages that previously contributed to difficulties faced by textile manufacturers in Ghana.

Textile Revival Linked to 24-Hour Economy Initiative

The restoration of Volta Star Textiles is being integrated into a broader economic development strategy for Juapong and the Volta Region.

As part of the initiative, President Mahama also cut the sod for the construction of a 24-Hour Economy Model Market in Juapong.

The combined projects are designed to create employment opportunities, especially for young people, while stimulating local commerce and manufacturing activity.

Juapong Positioned as Industrial Hub

Government officials say the revival of the textile factory and the development of supporting infrastructure will help establish Juapong as a major industrial center within the Volta Economic Corridor.

The project is expected to strengthen links between cotton production, textile manufacturing, retail markets, and job creation, while restoring the town’s historic role in Ghana’s industrial landscape.

Renewed Push to Rebuild Ghana’s Manufacturing Sector

The revival of Volta Star Textiles forms part of President Mahama’s wider agenda to rebuild Ghana’s manufacturing base and promote domestic industrial growth.

The government believes that modernizing strategic state-owned industrial assets will help reduce unemployment, increase local production capacity, and create sustainable economic opportunities across the regions.
