President John Dramani Mahama has approved a major reorganization of the National Security Council Secretariat, introducing six appointments and reassignments intended to strengthen Ghana’s security and intelligence architecture.
The changes include the appointment of former Chief of Army Staff Major General William Ayamdo (Rtd.) as Deputy National Security Coordinator responsible for operations.
Former National Security Coordinator Yaw Donkor has also been reassigned to the Office of the National Security Advisor, where he will serve as Director of Intelligence and Research.
The Presidency announced the changes in a statement signed by the Minister of Government Communications, Felix Kwakye Ofosu. All the directives take immediate effect.
Under the new structure, Major General Ayamdo will oversee the Secretariat’s operational activities, including field coordination and tactical deployments. His appointment brings extensive military leadership and operational experience to the position.
Yaw Donkor will lead intelligence research and strategic reporting within the Office of the National Security Advisor. His responsibilities are expected to include assessing security information and supporting high-level decision-making.
Adamu Saaka has been appointed Director of Logistics and Transport. He will be responsible for coordinating transportation, operational supplies and other logistical requirements across the Secretariat.
Faustina Effah-Boadi has been designated Officer in Charge of the Human Security Department. The department focuses on threats and vulnerabilities affecting civilians, including social, economic and community-level security concerns.
Retired Deputy Commissioner of Police Peter Ndekugri will serve as Officer in Charge of the Special Investigations Unit. He is expected to oversee sensitive and high-level investigations involving national security.
As part of the realignment, ACP Alhassan Osman has been relieved of his position as Director of Investigations at the Secretariat. He has been reassigned to the Ghana Police Service for further deployment.
The National Security Council Secretariat coordinates intelligence and operational activities among Ghana’s security agencies. It also advises the President and the National Security Council on domestic, regional and cross-border threats.
The reorganization comes as Ghana and other West African countries confront an increasingly complex security environment marked by violent extremism, transnational crime, cyber threats, smuggling and political instability in parts of the subregion.
The appointment of an experienced military commander to oversee operations, alongside a veteran intelligence official responsible for research, is expected to improve coordination between the country’s defense, law-enforcement and intelligence institutions.
