President John Dramani Mahama is set to begin construction of three 160-bed regional referral hospitals as part of the government’s phased plan to provide new regional hospitals for Ghana’s six newly created regions.
The first three projects will be located in the Oti, Savannah and Western North regions, with President Mahama expected to cut the sod for their construction in the coming weeks.
The development was announced on September 22, 2026, by Felix Kwakye Ofosu, Presidential Spokesperson and Minister of State in charge of Government Communications.
The announcement follows the government’s commitment in the 2026 Budget to begin work on regional hospitals in the three regions. The government has described the approach as part of efforts to expand access to quality healthcare and strengthen regional-level medical services.
Three Hospitals to Begin First
The initial phase will focus on three 160-bed Regional Referral Hospitals in Oti, Savannah and Western North.
According to the government, the projects are being prioritized for implementation in the current budget cycle, with procurement arrangements completed to allow construction to begin.
The three facilities are expected to provide higher-level referral services and reduce the need for residents in the affected regions to travel long distances to access specialized healthcare.
The decision to begin with three hospitals rather than launching all six projects simultaneously reflects the government’s stated approach of implementing major infrastructure projects in phases.
Remaining Three Regions to Follow
The government has indicated that the remaining three newly created regions will also receive regional hospitals under subsequent phases of the program.
The phased approach is intended to allow the government to align construction with available budgetary resources and ensure that projects can be properly funded as they progress.
Government communications on the program have maintained that the broader objective remains the provision of regional hospitals across all six newly created regions.
Part of Broader Health Infrastructure Program
The regional hospital projects form part of the government’s wider plans to improve Ghana’s healthcare infrastructure.
In the 2026 Budget, the government stated that it would continue work on unfinished health infrastructure while ensuring that new facilities are properly aligned with staffing, equipment and financing requirements. The budget specifically provided for the commencement of regional hospitals in Oti, Savannah and Western North.
The Health Minister, Kwabena Mintah Akandoh, also disclosed earlier in 2026 that government planned to commence work on the three regional hospitals while completing at least 10 hospitals under the Agenda 111 program.
Government’s Position on the Phased Approach
The announcement has generated political discussion over the government’s decision to commence three hospitals at a time rather than pursue all six projects concurrently.
Government officials have presented the approach as a phased implementation strategy rather than an abandonment of the remaining projects.
The immediate focus is therefore on getting construction started in Oti, Savannah and Western North, while the other three regions are expected to be incorporated into subsequent budget and implementation phases.
The projects are intended to strengthen regional referral capacity and expand access to specialist healthcare services as Ghana continues to develop its health infrastructure.
With the first three facilities scheduled to move into construction, attention will now turn to the commencement of works and the government’s plans for financing and delivering the remaining regional hospitals.
