Writer Michael Agbesi Kelly has urged the government to provide a detailed explanation for President John Dramani Mahama’s dissolution of nine governing boards, arguing that references to inappropriate conduct leave important questions unanswered.
In an analysis published on October 2, 2026, Kelly questioned whether the decision arose from individual misconduct, collective governance failures, policy disagreements or a wider administrative review. He argued that the public should be able to distinguish between these different grounds for removing board members.
The President dissolved the boards with immediate effect on September 2, 2026. The affected institutions were the Ghana National Petroleum Corporation, Bulk Oil Storage and Transportation Company, Volta Aluminum Company, Consolidated Bank Ghana, Ghana Post, TDC Ghana Limited, Prestea Sankofa Gold Limited, the Road Maintenance Trust Fund and the National Sports Authority.
The Presidency directed sector ministers to implement the decision in accordance with the relevant laws and governing instruments, adding that replacement boards would be constituted in due course. The original announcement did not give specific reasons for the action.
Government Communications Minister Felix Kwakye Ofosu subsequently attributed the decision to “conduct deemed inappropriate” during an appearance on JoyNews’ PM Express.
Kelly maintained that this explanation required further detail. He asked whether the concerns involved procurement, financial decisions, conflicts of interest, interference in management or failure to follow government directives. These were questions raised in his analysis, rather than established findings against the dismissed boards.
He also cautioned that dissolving a board should not be treated as proof that every member had committed wrongdoing.
The writer argued that, because the removals occurred well into the administration’s tenure, they warranted an explanation beyond the routine leadership changes associated with a transfer of power. He called for disclosure of the factual basis for the decision, subject to legitimate legal or investigative restrictions.
