Morocco is exploring opportunities to test its emerging military Cyber Protection Teams through U.S. National Guard exercises as the two countries expand cooperation on cyber defense.
The proposal was discussed during a cybersecurity working group in Bedford, Massachusetts, from July 27 to 31, 2026. Representatives of the Royal Moroccan Armed Forces met with the Utah National Guard and other American defense agencies to strengthen coordination and secure information sharing.
According to a U.S. Army report, Moroccan officials asked whether Cyber Shield and Utah’s Exercise Wolverine could help validate the teams being established in Morocco. Discussions also covered expanding cyber training within African Lion beyond classroom instruction.
U.S. Air Force Capt. Robert Matheny, the Utah Guard’s State Partnership Program director, said efforts were underway to invite Moroccan personnel to a validation exercise in 2027 involving opposing offensive and defensive cyber teams.
The partners also aim to incorporate simulated cyberattacks into future African Lion exercises, allowing cyber training to become part of wider military operations.
Utah Guard cyber specialists are expected to contribute to African Lion’s academic program next year, while further practical training and exchanges remain under discussion.
