Putin Praises Musk as Russia Develops Starlink Rival

Russian President Vladimir Putin has praised SpaceX chief executive Elon Musk as a “real genius,” saying Russia remains in contact with American partners as it develops its own satellite internet network.

Speaking on the sidelines of the Russia-Africa Summit in Moscow on Wednesday, October 28, Putin highlighted the importance of coordination between satellite operators to prevent interference in orbit, despite political differences between Russia and the United States.

The remarks came during a presentation of Rassvet, Russia’s emerging satellite communications constellation. Putin acknowledged that the country was still taking its first steps in building a system comparable to Starlink.

He said maintaining discipline and order in space was a shared interest, describing continued contact with American partners, including Musk, as important to that effort. His comments did not establish that SpaceX is helping Russia develop the network.

Russia Expands Satellite Internet Ambitions

Developed by Russian aerospace company Bureau 1440, Rassvet is intended to provide internet connectivity through satellites in low Earth orbit.

The project remains considerably smaller than Starlink, which has established an extensive international footprint. Putin expressed pride in Russia’s independent development efforts while acknowledging the need to increase deployment. SpaceX did not immediately respond to a request for comment on his remarks.

Ukraine Disruptions Draw Scrutiny

Putin’s comments followed controversy over restrictions affecting satellite communications used by Ukrainian forces earlier in October.

Ukrainian officials said connectivity problems involving fast-moving terminals disrupted drone operations. President Volodymyr Zelenskyy said the restrictions weakened Ukraine’s ability to intercept Russian attack drones.

Responsibility for ordering the restrictions remains disputed. Musk has said the United States government controls Starshield, SpaceX’s government-focused communications service, while President Donald Trump denied ordering the limitations.

Musk also accused Ukraine of using civilian Starlink services for offensive drone strikes in breach of the company’s terms. Ukraine denied that allegation.

Ukraine subsequently reported that Starlink and Starshield had returned to full operation.

The developments have renewed attention to the role of commercial satellite networks in military operations and the consequences of service restrictions during wartime. Putin’s remarks also highlight the continuing need for coordination in orbit, even as relations between governments remain strained.
