University of Sunderland Plans £40m Annual Cuts as Visa Refusals Hit International Recruitment

University of Sunderland Plans £40m Annual Cuts

The University of Sunderland is preparing to reduce its annual operating budget by £40 million ($53 million) as stricter UK immigration rules and a sharp rise in student visa refusals weaken international recruitment.

Chief Financial Officer Ben Dale told staff that the university must be operating on a budget £40 million lower by September 2027. He said the savings would have to be permanent and recurrent, covering both staff and non-staff costs.

The financial pressure is significant because international students account for 42.7% of the university’s UK-based enrolment and 51.8% of its UK-based postgraduate population. The university says it is preparing for a smaller student population while seeking to protect the student experience.

African students form an important part of Sunderland’s international community. Its 2025/26 statistics list 2,559 Nigerian students, 438 from Ghana, 291 from Botswana, 139 from Kenya and 100 from Zimbabwe, alongside students from several other African countries.

The university said the situation has been worsened by increased visa refusals. In March 2026, the UK introduced a visa brake requiring student visa applications from nationals of Afghanistan, Cameroon, Myanmar and Sudan to be refused. Sunderland subsequently withdrew 69 offers made to applicants from Myanmar.

The Home Office has also introduced tighter sponsorship and compliance requirements for universities. From summer 2027, institutions could face restrictions on recruiting international students if their visa refusal, enrolment or completion performance falls below required standards.

University management is working with staff unions to identify savings across personnel and operating costs. Officials have described the process as measured and transparent, but the scale of the proposed reduction has raised concerns about possible effects on jobs, services and the institution’s diverse international student community.
