
Dr Samuel Boateng, founder and Chief Executive Officer of Slamm Technologies, has officially launched a new book examining the governance, cybersecurity and accountability challenges accompanying the rapid adoption of artificial intelligence.
Titled Beyond Breach: Where AI Meets Governance, the publication is the first instalment in a planned five-volume series covering AI governance, cybersecurity, risk management and responsible technology adoption.
The book was unveiled during a virtual ceremony held on Sunday, August 2, 2026, with participants joining from Ghana, the United States, the United Kingdom and other locations.
Addressing the Accountability Gap in AI
At the center of the book is a question becoming increasingly important to organizations and governments: Who should be held responsible when an automated system produces an incorrect, discriminatory or harmful outcome?
As businesses and public institutions incorporate AI into decision-making, the technology is beginning to influence recruitment, financial services, healthcare, security and other critical sectors.
According to Dr Boateng, many organizations are willing to use AI but lack the governance structures required to manage the associated risks.
“Many people do not lack the intention to use AI. What they lack is a governance framework,” he said during the launch.
The book seeks to close the gap between what AI systems can accomplish and who accepts responsibility when those systems fail. It argues that organizations need transparent decision-making processes, clearly assigned responsibilities and defensible controls before deploying automated systems in sensitive environments.
Practical Guide for Leaders and Policymakers
Beyond Breach was written as a practical roadmap rather than a purely theoretical discussion of artificial intelligence.
Its intended readers include corporate executives, board members, policymakers, compliance officers, academics, risk managers, cybersecurity professionals and technology leaders.
The book explains how organizations can identify, assess and manage AI-related risks while still benefiting from innovation. It also considers the responsibilities of senior executives and boards in establishing oversight systems that promote accountability, security and ethical use.

The publication is organized into four principal sections examining different aspects of AI governance and security.
The opening section discusses the foundations of AI governance and the evolving international regulatory environment. It considers policy developments across major jurisdictions, including Brussels, Washington and Accra.
The second part examines governance frameworks, compliance systems and risk-management approaches organizations can adopt when developing or deploying AI.
A third section focuses on the security of artificial intelligence systems. It explores emerging threats, ethical concerns and the need to protect automated technologies from manipulation, misuse and cyberattacks.
The final section looks at organizational structures, the responsibilities of company boards and the distinct challenges confronting emerging markets. It highlights the need for governance systems that reflect local economic, institutional and regulatory realities rather than relying exclusively on models developed elsewhere.
Virtual Launch Attracts International Participants
The virtual ceremony brought together members of the diplomatic community, government officials, cybersecurity professionals, technology innovators and religious leaders.
The event opened with a prayer and introductory remarks from Reverend Ransford Obeng, General Overseer of the Calvary Charismatic Centre.
Lady Rosa Whitaker Duncan-Williams, President and CEO of the Whitaker Group, delivered the welcome address. She described the launch as an invitation to participate in one of the defining conversations of the current generation.
She praised Dr Boateng for presenting not only an analysis of AI’s opportunities and risks but also practical models for implementing governance with discipline and measurable impact.
The event also featured discussions involving leaders from the cybersecurity and wider technology industries.

Beyond Breach: Where AI Meets Governance is the opening publication in an ambitious five-part series.
The complete collection is expected to examine the relationship among artificial intelligence, cybersecurity, enterprise risk, accountability and responsible innovation in greater depth.
By presenting the subjects across several volumes, Dr Boateng aims to provide decision-makers with a broader framework for responding to technological developments that frequently move faster than laws and institutional policies.
Author Brings More Than Two Decades of Experience
Dr Boateng is an enterprise cybersecurity executive, educator and AI governance specialist with more than 20 years of experience protecting corporate and public-sector networks.
His professional background includes previous roles at the Library of Congress, cybersecurity company Symantec and the Washington Metropolitan Area Transit Authority.
Through Slamm Technologies, he has worked in areas including AI-driven security operations, vulnerability management, information technology governance and professional training.
He has also supported cybersecurity and IT education through the Slamm Foundation, which has provided free training to thousands of people across Africa and the African diaspora.
Dr Boateng holds a doctorate from Marymount University and master’s degrees from Georgetown University and George Washington University.
Book Calls for Responsible AI Adoption
The publication arrives as regulators and businesses worldwide confront the consequences of deploying AI systems without adequate oversight.
Questions surrounding data privacy, algorithmic bias, misinformation, cybersecurity and automated decision-making have increased demands for clearer regulation and corporate accountability.
