Viral reports claiming that Canada has launched a recruitment program specifically targeting 230,000 Ghanaian workers are misleading.

The figure does not represent jobs reserved for Ghanaians, nor does it refer to a special Canadian government employment program for Ghanaian citizens. It comes from Canada’s planned global limit on the number of new temporary foreign workers admitted in 2026.

Under the 2026–2028 Immigration Levels Plan, Immigration, Refugees and Citizenship Canada set a worldwide target of 230,000 new temporary worker arrivals for 2026. The figure covers qualified applicants from every eligible country, not Ghana alone.

The allocation consists of 170,000 arrivals through the International Mobility Program and 60,000 through the Temporary Foreign Worker Program.

The International Mobility Program allows certain foreign nationals to work in Canada without employers obtaining a Labor Market Impact Assessment. It covers categories such as intra-company transfers, some international agreements and employment considered to provide broader economic or cultural benefits to Canada.

The Temporary Foreign Worker Program generally allows Canadian employers to recruit overseas workers when qualified Canadians or permanent residents are unavailable. In most cases, an employer must first secure a positive Laboure Market Impact Assessment before the foreign national can apply for a work permit.

Rather than representing an expansion, the 230,000 target reflects a tightening of Canada’s temporary immigration policy.

The figure is about 37 per cent lower than the 367,750 temporary worker admissions recorded or projected for 2025. The reduction forms part of the Canadian government’s effort to bring the temporary resident population below five per cent of the country’s total population by the end of 2027.

Canada has not announced a country-specific quota reserving 230,000 work permits for Ghanaians. Ghanaian applicants must compete within the broader international system and satisfy the requirements of the immigration program under which they apply.

Eligibility may depend on factors including a genuine employment offer, professional qualifications, work experience, language ability, security screening and medical admissibility.

A Canadian work permit is also different from a job placement. Immigration authorities do not generally provide applicants with jobs simply because they submit their names through an online form.

Under the Temporary Foreign Worker Program, applicants will usually need a genuine offer from a Canadian employer. The employer may also need an approved Labor Market Impact Assessment confirming that hiring a foreign worker will not negatively affect the Canadian labor market.

The International Mobility Program operates differently and includes categories that may be exempt from the Labor Market Impact Assessment requirement. Applicants must nevertheless qualify under a recognized exemption, international agreement or Canadian economic and cultural interest.

Posts circulating on social media often direct users to unofficial registration forms, blogs or messaging platforms that promise immediate employment and visa sponsorship. These should be treated with caution.

The Canadian government does not recruit hundreds of thousands of Ghanaians through generic social media links, WhatsApp groups or unverified online forms.

Applicants should also be suspicious of individuals claiming to possess government placement lists or promising guaranteed visas in exchange for advance payments. No private agent can guarantee approval of a Canadian work permit.

Fraudulent operators may use attractive job advertisements to collect passport details, banking information and processing fees. Others issue fake employment letters or documents that falsely claim to have been approved by Canadian authorities.

Submitting false documents can lead to an application being rejected and may result in restrictions on future travel to Canada, even when an intermediary prepared the documents.

Anyone considering a Canadian employment opportunity should independently verify the employer, examine the job offer carefully and confirm whether a Labor Market Impact Assessment is required.

Applicants who choose to use an immigration representative should ensure that the person is legally authorized to provide Canadian immigration services.
