President Miguel Díaz-Canel of Cuba has confirmed that former President Raúl Castro is playing an active role in early-stage negotiations between Cuba and the United States, signaling a potential shift in diplomatic engagement between the two nations.
According to Díaz-Canel, the 94-year-old revolutionary leader remains a key figure in guiding the dialogue process, working alongside the Communist Party and government officials. Although Raúl Castro formally stepped down from office in 2018, he continues to wield significant influence and is providing strategic direction as discussions unfold.
The talks are still in their initial phase and are expected to be prolonged. The Cuban government has indicated that the primary objective is to establish a stable channel for communication and identify areas of mutual interest that could help address longstanding bilateral tensions.
The renewed dialogue comes at a time of severe economic hardship for Cuba, compounded by heightened tensions with the Trump administration in the United States. Washington has intensified pressure on the island through strict measures, including an oil blockade and threats of tariffs against countries supplying fuel to Cuba. Reports also suggest that U.S. officials have linked progress in negotiations to potential political changes in Cuba’s leadership, including calls for Díaz-Canel to step down, although similar demands have not been directed at the Castro family.
Raúl Castro’s involvement carries historical significance, as he previously led negotiations with the administration of former U.S. President Barack Obama in 2014, which resulted in a temporary restoration of diplomatic relations between the two countries.
