Weija-Gbawe Assembly Faces Backlash Over Illegal Dumping

The Weija-Gbawe Municipal Assembly is facing mounting public criticism following allegations that poor oversight of illegal dumping activities at a local landfill site contributed to severe flooding across Mallam, Tetegu, and Oblogo after recent heavy rains.

In response to the escalating crisis, Chinese industrial conglomerate CAITECH, led by Chairman Tang Hong, has announced a full-scale intervention to finance and support emergency flood mitigation and long-term drainage restoration efforts in the Mallam area.

Community Anger Over Alleged Waste Mismanagement

The controversy intensified after aerial assessments and field inspections suggested that wetlands and drainage buffers in the Weija-Gbawe enclave had been heavily compromised by uncontrolled waste disposal.

Residents and local watchdog groups allege that:

  • Unregulated tricycle operators were allowed to dump solid waste into protected drainage zones
  • Weak enforcement enabled continuous accumulation of refuse near waterways
  • Local buffer zones and wetlands were converted into informal dumping sites

Community members say these conditions significantly reduced the capacity of natural drainage systems, worsening the impact of recent heavy rainfall.

Flooding Triggered by Blocked Waterways and Dam Spillage

The situation reached crisis levels when intense rainfall coincided with controlled water releases from the Weija Dam.

With major drainage channels obstructed by accumulated waste, floodwaters were unable to flow freely toward downstream outlets. As a result, water levels rose rapidly, inundating homes, submerging streets, and leaving hundreds of residents temporarily trapped.

The affected communities, particularly in Mallam and surrounding areas, reported property damage reaching mid-level floors in some residential buildings.

CAITECH Steps In With Full Funding Commitment

Amid rising public concern and calls for accountability, CAITECH, which operates the commercial hub at CAITECH Tower near Mallam Junction, has formally stepped in to lead an emergency infrastructure response.

Chairman Tang Hong announced that the company will fully finance and coordinate technical recovery operations following high-level consultations with President John Dramani Mahama.

Rather than waiting for municipal budget allocations, CAITECH is deploying its own industrial equipment and engineering teams to accelerate intervention efforts.

Planned Emergency Interventions

Under the initiative, CAITECH will focus on three core areas:

  • Dredging blocked waterways around Mallam Junction and surrounding drainage corridors
  • Constructing temporary diversion channels to redirect excess runoff away from residential zones
  • Rehabilitating buffer zones to prevent further encroachment and illegal waste accumulation

The company says the goal is to rapidly restore drainage functionality while establishing long-term safeguards against future flooding.

Government Response and Enforcement Warning

President Mahama commended CAITECH’s rapid response, describing it as a critical example of public-private cooperation in addressing urgent infrastructure challenges.

However, he also issued a firm warning to local authorities, emphasizing that responsibility for environmental management cannot be deferred to private actors alone.

He reaffirmed that the government’s newly deployed Anti-Flood Taskforce will proceed with the demolition of all illegal structures and obstructions along Weija waterways, regardless of ownership or prior approvals.

Toward Long-Term Flood Resilience

While emergency interventions are underway, officials say the crisis has underscored deeper structural weaknesses in urban planning, waste enforcement, and drainage management across the Weija-Gbawe corridor.

The combined government and private-sector response is expected to restore immediate safety while paving the way for more sustainable flood prevention measures in one of Accra’s most vulnerable flood zones.
