The National Democratic Congress (NDC) “Majority Caucus” in Parliament has strongly opposed the proposed recall of Parliament, describing it as “ill-timed” and “an unnecessary burden on the Ghanaian taxpayer.”
In a memo addressed to the Speaker of Parliament, the Caucus argued that the petitioner had not met the constitutional threshold of securing signatures from at least 15% of Members of Parliament to justify the recall.
The memo highlighted that the petitioner’s appeal was based on a request for the Speaker to exercise discretion to summon Parliament to consider “high-priority” government business. However, the NDC Caucus contended that the petitioner failed to demonstrate any pressing emergency or urgent matter requiring Parliament’s attention, especially with only 11 days remaining before the December 7 general elections.
“We respectfully urge you to reject this call in the national interest,” the memo stated, emphasizing that reconvening Parliament at this time would only exacerbate the unresolved stalemate in the House.
The memo further noted that this marks the fourth instance in 2024 where the New Patriotic Party (NPP) parliamentary caucus has sought an urgent recall of Parliament. The NDC Caucus pointed out that previous recalls had been abandoned without fulfilling their purported purposes.
“It is our considered position that there is no urgent government business currently before the House to warrant an immediate recall,” the memo read.
The Caucus suggested that Parliament should reconvene after the December 7 general elections to address the outlined business in a more conducive environment.
