Energy Minister John Jinapor Retracts Kumasi BSP Commissioning Claim

Energy Minister John Abdulai Jinapor has admitted to an error following comments he made during an appearance on Newsfile on Saturday, May 2, where he incorrectly stated that he had commissioned a new Bulk Supply Point (BSP) in Kumasi as part of efforts to improve power stability in the Ashanti Region.

The clarification follows a fact-check report which found that no Bulk Supply Point had been commissioned at the referenced location, with the site instead remaining undeveloped land.

In a follow-up video statement on Friday, May 8, the Energy Minister explained that the confusion stemmed from a mix-up in technical terminology. He said he had actually commissioned a Bulk Supply Line, not a Bulk Supply Point, but mistakenly used the wrong term during the television interview.

Jinapor added that as a minister still “learning from engineers,” he had not yet fully mastered all technical distinctions in the energy sector but was working closely with professionals to improve understanding and ensure accurate communication. He also reaffirmed government’s commitment to expanding critical energy infrastructure, including ongoing plans to develop a full BSP in Kumasi and to add over 1,000 megawatts of generation capacity to strengthen supply reliability in the region.

The clarification comes amid increased public scrutiny of Ghana’s power sector. On the same day as his admission, Jinapor disclosed that the country currently holds only 2.6 days of fuel reserves for power generation. However, he assured that additional shipments of light crude oil are expected to arrive over the weekend to stabilize supply.

He also announced that government had recently cleared approximately $1.4 billion in outstanding energy sector debts, a move aimed at improving liquidity and ensuring the continued operation of key power infrastructure across the country.
