Ministry of Gender Condemns Sexual Exploitation, of Ghanaian women

The Ministry of Gender, Children, and Social Protection (MoGCSP) has issued a strong statement condemning reported incidents of digital sexual exploitation, following allegations involving a foreign national who reportedly engaged in sexual activities with some Ghanaian women and recorded and circulated the content without consent.

In a statement dated February 14, 2026, the Ministry described the alleged actions as deeply concerning and emphasized that the non-consensual recording and distribution of intimate images constitutes a serious criminal offense and a grave violation of dignity and privacy under Ghanaian law.

Jurisdiction Does Not Diminish Accountability

According to the Ministry, preliminary information suggests that the individual at the center of the allegations may not currently be within Ghana’s jurisdiction. However, the Ministry stressed that this does not diminish the seriousness of the matter nor the State’s responsibility to pursue accountability through all lawful means.

“The absence of the suspect from the country does not absolve responsibility,” the statement noted, adding that appropriate steps are being taken to explore cross-border cooperation and mutual legal assistance.

Ongoing Preventive and Response Measures

The Ministry disclosed that even before the emergence of the current reports, it had been working closely with the Ministry of Communications and Digital Innovation and other relevant agencies to combat image-based sexual abuse. These efforts include:

  • Digital safety interventions

  • Engagement with online platforms

  • Reporting and takedown mechanisms for abusive content

Authorities have confirmed that these existing measures are now being actively applied to the present case.

Collaboration With Security and International Partners

MoGCSP further stated that it is collaborating with the Ghana Police Service, relevant security agencies, and international partners to fully investigate the matter and pursue all available legal options, including those that involve international cooperation.

The Ministry assured the public that support services, including psychosocial care and legal assistance, are being coordinated through confidential channels to protect the privacy and well-being of affected persons.
