Commissioner-General of the Ghana Revenue Authority (GRA), officially resigns

Ms. Julie Essiam, Commissioner-General of the Ghana Revenue Authority (GRA), has officially tendered her resignation to the President’s office through the Minister-designate for Finance, Cassiel Ato Forson.

Appointed by former President Akufo-Addo on March 24, 2024, Ms. Essiam previously headed the GRA’s Support Services Division before assuming her current role.

Her resignation was conveyed in a letter dated Monday, January 20, 2025, addressed to the President and copied to the Vice President, Chief of Staff, Minister of Finance Designate, and Secretary to the President.

 

“With profound gratitude, after five and a half years of an incredible career at the Ghana Revenue Authority (GRA), I hereby resign from my position as Commissioner-General with immediate effect.

“It has been an honor and a privilege to serve the nation in this capacity. The successes I have achieved at the GRA, particularly during my tenure as Commissioner-General, have been made possible through the collective efforts of the dedicated men and women of the Authority.

 

“Together with this exceptional workforce, my tenure as Commissioner-General has been marked by historic achievements, and I am truly inspired by their dedication and commitment. Throughout my journey, we have accomplished remarkable successes, particularly in revenue collection, consistently surpassing our monthly revenue targets.

“I am proud to leave behind a revenue performance of GH¢152.977 billion, exceeding the 2024 fiscal year target of GH¢145.998 billion by GH¢6.978 billion, representing a 4.8% increase. The GRA now operates at a Tax-to-GDP ratio of 17.0%, surpassing the target of 16.1%, with a nominal growth of 35.3% over the 2023 performance.

 

“However, opportunities remain for a fundamental transformation of the Authority’s operating model to optimize revenue mobilization. The immediate priority includes the full implementation of the IMF Structural Benchmarks, such as the Integrated Tax Administration System (ITAS) for the Domestic Tax Revenue Division (DTRD) and the sustainability of the ongoing Taxpayer Data Cleansing initiative. These have been detailed in my report to be shared with the Honorable Finance Minister-Designate.”

Ms. Essiam expressed her heartfelt gratitude to the former President for the opportunity to serve, the former Vice President for his unwavering support, and the former Minister of Finance, Hon. Mohamed Amin Adam, for his trust and confidence in her leadership.
