GUTA urges President Akufo-Addo to postpone signing the Ghana Shippers Authority Act, 2024 into law

The Ghana Union of Traders Association (GUTA) has urged President Nana Addo Dankwa Akufo-Addo to postpone signing the Ghana Shippers Authority Act, 2024 into law until stakeholders’ concerns are adequately addressed.

 

In a statement, GUTA President Dr. Joseph Obeng expressed disappointment that the group was not consulted on crucial provisions of the Act, such as the registration of shippers and shipping service providers, and the requirement for submitting notice of shipment.

 

“The final draft was only shared with stakeholders after Parliament had already approved the Bill, leaving us no opportunity to contribute our input,” Dr. Obeng explained.

He also voiced concerns over the reintroduction of the Advance Shipment Information System, a measure previously opposed by the business community.

“Our stance on this issue remains unchanged. The information requested by the GSA is irrelevant to their operations,” Dr. Obeng stressed.

 

The business community is calling for these issues to be resolved before the President gives his assent, emphasizing that Legislative Instruments cannot override the Act.

“We respectfully urge the President to withhold his assent until all raised concerns are addressed,” Dr. Obeng concluded.
