Independent Power Producers demand 30% payment of arrears

The Chamber of Independent Power Producers, Distributors, and Bulk Consumers (CIPDiB) has demanded the government pay 30 percent of the outstanding arrears owed to its members. This request was unanimously agreed upon during an Independent Power Producers (IPPs) emergency meeting held on May 23, 2023.

Togbe Afede XIV, the Chairman of the Chamber, issued a statement emphasizing the urgent need for payment. The statement highlighted that to ease the financial strain faced by the Chamber’s members and allow them to sustain their operations during ongoing negotiations between IPPs, the Electricity Company of Ghana (ECG), and the government to resolve the payment crisis, the government must make a payment of at least thirty percent (30%) of the outstanding arrears to the IPPs by June 30, 2023.

Earlier, the IPPs had formally requested payment of a significant portion of the outstanding arrears by March 28, 2023, in a letter to the government. However, no substantial payments were made by the specified deadline. Despite this, the Chamber’s members, already operating under severe financial constraints, continued to provide electricity to support the government’s negotiations with the International Monetary Fund (IMF).

The arrears owed to the IPPs have escalated to US$1.6 billion. The Chamber emphasized that if the requested payment is received by the specified date, its members can guarantee the uninterrupted electricity generation.
