GACL Chairman Details Critical Infrastructure Projects Funded by New GH¢100 Airport Levy

Ghana Airports Company Limited (GACL) has unveiled an ambitious infrastructure development agenda aimed at transforming the country’s aviation sector, backed by a newly introduced Airport Infrastructure Development Levy.

Board Chairman James Agalga announced that the levy, which took effect on April 1, 2026, is expected to generate approximately $800 million over the next two years to finance critical upgrades across Ghana’s airport network. The initiative is designed to address growing congestion, improve passenger experience, and enhance safety standards at both major and regional airports.

A key component of the modernization plan is the construction of a connector linking Terminal 2 and Terminal 3 at Kotoka International Airport. This project is expected to streamline passenger movement between terminals, reduce transit times, and improve operational efficiency at Ghana’s busiest aviation hub.

In addition, plans are underway to develop a new 2,000-capacity car park to ease vehicular congestion within the airport enclave. The expansion of parking infrastructure is seen as essential to accommodating the increasing number of travelers and visitors passing through the facility each year.

Runway rehabilitation and upgrades also form a central part of the investment strategy. These improvements are intended to enhance aircraft safety, support increased air traffic, and ensure compliance with international aviation standards. Regional airports are expected to benefit significantly from these upgrades, strengthening domestic connectivity and supporting economic activity across the country.

The introduction of the Airport Infrastructure Development Levy reflects a broader effort by authorities to adopt sustainable funding mechanisms for long-term aviation development. By channeling dedicated resources into infrastructure, GACL aims to position Ghana as a competitive aviation hub in West Africa.

Officials say the 24-month modernization program will not only improve current operations but also prepare the country’s airports to handle future growth in passenger and cargo traffic. The investment is expected to deliver lasting benefits for airlines, travelers, and businesses, while reinforcing Ghana’s role as a key gateway to the region.

The announcement underscores the government’s commitment to modernizing critical infrastructure and ensuring that the aviation sector continues to support national development goals.
