Ghana Becomes First African Nation to Integrate Payments into National ID Card

Ghana has reached a major milestone in digital innovation by becoming the first African country to fully integrate digital payment functionality into its national identity system through the Ghana Card. This development transforms the card from a simple identification document into a powerful, multifunctional financial tool capable of supporting everyday transactions.

With the upgrade, holders of the Ghana Card can now perform a wide range of financial activities, including ATM withdrawals, in-store and online purchases, and even international transactions. The system is designed to operate within the global payments ecosystem and is reportedly accepted in more than 200 countries, giving users both local convenience and international reach.

Citizens can activate the card’s digital wallet functionality through the My Citizens App or by dialing the USSD code *402#. This accessibility ensures that even individuals without smartphones can benefit from the service, reinforcing the initiative’s inclusive design.

A central objective of the program is to deepen financial inclusion in Ghana, where traditional banking tools such as credit cards remain limited, with penetration estimated at just 0.6 percent. By embedding payment capabilities directly into a widely held national ID, the system lowers barriers to entry and enables millions of people to participate more actively in the formal financial system.

The infrastructure powering this innovation is provided by the Ghana Interbank Payment and Settlement Systems, a domestic platform that supports electronic payments and interbank transactions. By relying on a locally developed system, Ghana aims to reduce transaction costs and retain more economic value within its borders.

While some narratives have suggested that Ghana is moving away from global payment giants such as Visa and Mastercard, the reality is more balanced. The initiative represents a strategic effort to reduce exclusive dependence on foreign networks rather than eliminate them. The Ghana Card operates within a hybrid framework, maintaining interoperability with international systems through partnerships with banks and global payment providers. This ensures that users can continue to transact seamlessly across borders.

As of April 8, 2026, the National Identification Authority has confirmed that discussions are ongoing to further expand the card’s financial capabilities. Future enhancements under consideration include advanced services such as gold-backed transactions, which could introduce new forms of asset-backed digital finance.

The integration aligns with Ghana’s broader “triple-purpose” vision for the Ghana Card. Initially designed as a national identification tool, it has already evolved to include e-passport functionality since 2022. With the addition of payments, the card now stands as a unified platform for identity verification, travel documentation, and financial services.

This innovation positions Ghana at the forefront of digital transformation in Africa, offering a model for how technology can be leveraged to drive inclusion, efficiency, and economic empowerment.
