Rwanda’s President, Paul Kagame, has dismissed over 200 soldiers, including high-ranking military officers. Among the 16 officers relieved of their duties are Major General Aloys Muganga, who served as commander of the army’s mechanized division, and Brigadier General Francis Mutiganda. Additionally, 228 soldiers of lower ranks have also been expelled. The Rwanda Defence Force (RDF) stated in Wednesday’s early hours, not explaining the dismissals.
This decision follows President Kagame’s recent reshuffle of top military officials, during which a defense minister and army chief were simultaneously removed from their positions, and their replacements were announced. Such a move is uncommon in Rwanda.
Major General Muganga, who graduated from the US War College, previously held the role of commander of reserve forces from 2018 to 2019. Brigadier General Mutiganda, on the other hand, was formerly the head of external security in the National Intelligence and Security Services (Niss) until 2018, when President Kagame reassigned him to RDF headquarters.
These changes in leadership and the dismissals occur amidst heightened tensions between Rwanda and its neighboring Democratic Republic of Congo. Both sides have accused each other of collaborating with rebels to overthrow their governments.
